feat(FN-2028): reorder settings sections by scope group

- Reorder SETTINGS_SECTIONS to present Account, Global, then Project groups in the sidebar
- Move Project Models into the Project group to match its project-scoped behavior
- Update SettingsModal inline documentation to clarify section grouping and scope ownership
