feat(FN-3557): add draft-apply save/cancel confirmations and SQLite approva

Merges a substantial cross-cutting batch: approval request persistence with a SQLite store (FN-3546), branch/baseBranch fields added to the task schema (FN-3429), project-node path mapping APIs and storage layer (FN-3428/FN-3503), draft-to-form unification and interview close/confirmation boundaries
