For `createTask` flows with an active summarizer callback, GitHub tracking now waits for that summarizer to settle and then uses the resulting title; the in-tracking opportunistic summarizer remains as a fallback for tasks created without a `createTask`-level summarizer before falling back to a deterministic description-derived title.
