chore(eslint): promote @typescript-eslint/no-unused-vars from warn to error
Codebase is now clean for this rule, so enforcing it as an error prevents regressions. Intentionally unused bindings remain exempt via the \`^_\` prefix convention already documented in the rule options. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
