feat(FN-1159): add dramatic dashboard themes

- Add new dramatic color theme IDs to shared settings types and dashboard theme bootstrap
- Implement dramatic theme token sets and component-level CSS overrides with matching swatches
- Register the new themes in ThemeSelector and expand ThemeSelector tests for visibility and init whitelist coverage
- Add a changeset for @gsxdsm/fusion documenting the dramatic theme addition
