feat(FN-3946): add chat stream reattach recovery after tab suspension
Implements Step 1 of reattaching a regular chat stream when the browser tab resumes from a hidden/suspended state, with tests covering the recovery path and documentation added to the dashboard guide. Fusion-Task-Id: FN-3946
