fix(FN-3385): restore workspace verification gates

- Reintroduce local task-priority sorting helpers in Board to avoid cross-package runtime dependency coupling
- Keep board ordering deterministic by sorting by priority, creation time, then numeric task ID
- Document rich prompt editing affordances for Soul, Agent Memory, and Inline Instructions in agent creation flow

- Larger default editing surfaces for easier drafting

- Fullscreen expand/collapse editing for long content (safe-area-aware on mobile)
These controls are also available on the editable review step, so prompt content can be reviewed and refined with the same markdown and fullscreen behavior before submit.
