feat(FN-3418): merge branch updates for dashboard, agent, and node workflows

- Add missing dashboard view sections and mobile/header UX refinements across dashboard surfaces
- Enable heartbeat tool mode, paused-agent deletion support, and expanded agent/skill management flows
- Add docker/node provisioning and shell onboarding improvements with updated API and architecture documentation
- Improve reliability and coverage for SQLite/WAL handling, research/insight stores, and related CLI/core tests
- Add Claude OAuth credential interop, workflow-step/README/docs updates, and required changesets
