- Detection condition: `todoCount >= backlogPressureMinTodoCount` **and** `todoCount / max(inProgressCount, 1) > backlogPressureRatioThreshold`.
- Surfacing: emits a project insight (`category="workflow"`, title `Backlog pressure detected YYYY-MM-DD`) whose `content` is a JSON string containing counts, ratio, ISO `detectedAt`, and candidate tasks; if `InsightStore` is unavailable it falls back to writing the same JSON payload into `store.logEntry(...)` for the top candidate task.
- Cooldown semantics: alerts are suppressed for `backlogPressureAlertCooldownMs` (default `86400000`), and same-day detections upsert the existing day-bucket insight idempotently.
- Disable by setting `backlogPressureAlertEnabled: false`.
