test(FN-1279): expand child-process runtime and worker coverage
- Refactor ChildProcessRuntime tests with typed fork/IPC mocks and deterministic command-response helpers - Add lifecycle and resilience assertions for startup failures, stop idempotency, heartbeat checks, and exponential restart backoff - Verify IPC event forwarding, metrics fallback behavior, and not-accessible runtime API guards - Add child-process-worker tests covering START/STOP/GET_STATUS/GET_METRICS handlers, runtime event bridging, and SIGTERM/SIGINT shutdown paths
