feat(FN-4213): keep github tracking header aligned to single row

Completes the GitHub tracking header alignment work in the TaskDetailModal with CSS adjustments to keep the header properly aligned, along with corresponding test coverage. The changeset prepares the `@runfusion/fusion` package for release as a patch.
