feat(KB-133): add mobile-responsive header with collapsible controls

- Add mobile-only header with collapsible search and overflow menu interactions

- Implement responsive layout locks in CSS for all screen sizes

- Update Header component with touch-friendly interaction states

- Add comprehensive unit and integration tests for mobile controls

- Document mobile header behavior and responsive design in README
