test(FN-4513): add workflow verdict contract invariant

- Add a cli-printing-press workflow-step contract test covering exported step contributions
- Assert every script-mode workflow step declares a non-empty scriptName
- Guard prompt-mode workflow steps with structured verdict prompt invariants and out-of-scope guidance checks
