Move the host-agnostic bundled-plugin auto-install logic (manifest loading, entry-path
resolution, install/update/enable flow) out of the CLI package into @fusion/core so the
desktop embedded runtime can auto-install bundled runtime plugins without depending on
the CLI package; the CLI module becomes a thin adapter that supplies its own bundle-dir
resolution to the shared helper.
- Add packages/core/src/plugins/bundled-plugin-install.ts with the shared, host-agnostic
ensureBundledPluginInstalled / ensureBundledDependencyGraphPluginInstalled /
ensureBundledCursorRuntimePluginInstalled implementation and BUNDLED_PLUGIN_IDS/
isBundledPluginId/resolvePluginEntryPath, exported from @fusion/core's index.
- Slim packages/cli/src/plugins/bundled-plugin-install.ts to a CLI-specific
candidate-bundle-dir resolver that delegates to @fusion/core and re-exports the same
public surface dashboard.ts/serve.ts/daemon.ts already depend on.
- Remove the now-redundant packages/cli/src/plugins/__tests__/resolve-plugin-entry-path-sync.test.ts
(coverage moved with the implementation to @fusion/core).
- Add packages/desktop/src/bundled-plugin-dirs.ts to resolve each bundled plugin's staged
package directory via import.meta.resolve, mirroring the CLI's dist/plugins/<id> resolver.
- Wire local-runtime.ts and local-server.ts to call ensureBundledPluginInstalled before
loadAllPlugins() and expose a lazy-install callback for PUT /api/plugins/:id/settings,
mirroring the CLI dashboard command's startup auto-install pass.
- Update docs/PLUGIN_AUTHORING.md to describe the shared bundled-plugin-install location.

Plugins installed from Settings → Built-in Plugins registered the
manifest directory as the plugin path, but since FN-4128 the loader
requires a loadable entry FILE (Node ESM cannot import directories),
so enabling failed with "Plugin entry must be a file, got directory".
Only the CLI startup path had been migrated to entry-file resolution,
which is why CLI-auto-installed plugins worked and Settings installs
never did.
- Add resolvePluginEntryPath (bundled.js → dist/index.js →
src/index.ts) to @fusion/core; the CLI keeps its local copy (its
test fs mocks don't reach externalized core) with sync comments
both ways.
- Register the resolved entry file in both dashboard install routes;
400 with a clear message when a package has no loadable entry.
- Heal legacy directory-path registrations on enable, mirroring the
CLI's startup heal, so existing broken rows recover from the UI
without a restart.
- Route tests: assert installs register entry files, cover the
enable-route heal, and update existing install tests to the
entry-file contract.

Two heavy CLI tests were dominating wall time:
- chat.test.ts "--once exits with timeout note" waited the real 30s
reply-timeout floor. Added a replyTimeoutMs option to
runChatInteractive so the test can use 200ms.
- bundled-plugin-install.test.ts "loads the real bundled dependency
graph plugin" runs esbuild and a live PluginLoader (~18s). Gated
behind FUSION_RUN_SLOW_TESTS=1; the install/upgrade logic is covered
by mocked unit tests in the same file.

Removes no-op `agents.filter((a) => true)` calls (a leftover from the
terminated AgentState refactor) flagged by eslint and updates affected
tests and fixtures so `terminated` is no longer referenced. Also:
