Document the current agent/chat build-loop surface, its gaps, and a safe delivery plan.
- Audit ideation, research, roadmap, execution, verification, and concurrency boundaries
- Define canonical-operation parity and guardrails for future tool exposure
- Link the audit from the agent tooling documentation
