Fixes silent runtime fallback visibility (dashboard never read wasConfigured
or session:runtime-resolved) and threads the real FallbackReason
(not_found vs factory_error) through resolveRuntime()/logRuntimeFallback
instead of hardcoding "not_found" for every fallback.
- packages/engine/src/runtime-resolution.ts: resolvePluginRuntime() now
returns a tagged miss result distinguishing not_found from factory_error;
resolveRuntime() threads the real reason through and returns it as
ResolvedRuntime.fallbackReason
- packages/engine/src/agent-session-helpers.ts: includes fallbackReason in
the session:runtime-resolved audit event metadata
- packages/dashboard/src/routes/register-task-workflow-routes.ts: new
GET /api/tasks/:id/runtime-fallback endpoint
- packages/dashboard/app/hooks/useRuntimeFallbackStatus.ts +
packages/dashboard/app/components/RuntimeFallbackBadge.tsx: new polling
hook + badge/toast component wired into TaskCard, ActiveAgentsPanel, and
AgentsView

Replace lazy `await import("./pi.js")` and `require("./pi.js")` calls in
runtime-resolution, agent-session-helpers, agent-heartbeat, and
cron-runner with top-level static imports. These dynamic imports were
documented as plugin-decoupling, but pi.js is already eagerly loaded
through index.ts re-exports and static imports in executor/merger/
reviewer/triage/mission-execution-loop, so the deferral never paid off
in practice.
The deferral did, however, introduce a TOCTOU race: a tsc rebuild that
momentarily emptied dist/pi.js would let the engine load fine and only
fail minutes later when the first session was created (e.g. FN-2860
errored two minutes into execution while pi.js was being rewritten).
With static imports, a missing/half-built dist now fails immediately at
process startup with a clear stack — verified by `mv dist/pi.js
dist/pi.js.bak` reproducing ERR_MODULE_NOT_FOUND on the first import of
runtime-resolution.js.
Also drops the DefaultPiRuntime.describeModelFn cache, which only
existed to paper over the require-on-first-call latency.

archive/unarchive/delete/move → catch((err) => getErrorMessage(err)).
- InlineCreateCard + QuickEntryBox: .catch((err: any)) model-load handlers
→ getErrorMessage(err) with existing @fusion/core import.
- TerminalModal: drop (navigator as any).maxTouchPoints — modern lib.dom
types already expose the property.
- serve.ts: remove unused any annotation on OpenRouter model mapper; the
array element type is already inferred from json.data.
- pi.js, runtime-resolution.ts, dashboard.ts, serve.ts, dev-server-port-
detect.ts, devserver-manager.ts: drop now-stale eslint-disable comments
that the cleanup made redundant.
Fix a prompt-builder regression surfaced by agent's `any` cleanup: toolCall
with a raw string `arguments` field must be preserved verbatim (JSON-quoted)
rather than coerced to `{}`; restores a previously-passing test.
Then promote @typescript-eslint/no-explicit-any from warn → error. Future
new anys must either come with a one-line disable + justification or use a
real type. Workspace is now lint-clean (0 problems).
