Port the planning turn-admission invariant (FNXC:PlanningTurnAdmission,
2026-07-22) into the Compound Engineering orchestrator: at most one turn
(opening/answer/resume-rehydration) is admitted per CE session, reserved
synchronously and held until the turn settles — a re-entered mobile view
re-submitting a turn now gets CeTurnInProgressError (HTTP 409) instead of
displacing the in-flight turn's live agent, which surfaced as "Failed to
parse agent response: AI returned no valid JSON". cancel()/discard()
force-clear the reservation; releases are token-scoped so a stale release
can't drop a newer turn's slot.
In the engine interactive-ai-session seam: bump the reformat retry from
one to two attempts (non-Anthropic default models comply less reliably
with the JSON-only protocol), and log every failed parse with a bounded
raw-response snippet plus resolved provider/model — including a distinct
empty-assistant-message marker — so support can diagnose these reports
without a repro.

Both lines fired on every scheduler poll while nothing changed: a held
card re-attempts release each sweep, and every dispatch candidate logged
its resolved node. On a busy board that filled the operator log pane with
"Hold release for FN-XXXX deferred" and "routed to node=local" within
seconds, burying real scheduler events.
Add a Logger.debug() level, off by default and opted into per subsystem
via FUSION_DEBUG, and demote both lines to it. Routing to a remote node
stays at info since it explains where work actually went; only the local
default is demoted. Lines reporting a real transition (capacity
rejection, racing sweep, release failure) are untouched.

Adds PrReconciler — a per-repo, self-owned polling loop (started from the
runtime layer in project-engine.ts, NOT the scheduler) that ETag-probes
GitHub, deep-fetches on change, persists mirror state, clears unverified
on first reconcile, and fires releaseHeldTaskByEvent(github:pr-<event>)
for transitions (changes-requested/approved/conflict/conflict-cleared/
merged/closed). Drops terminal entities; persists an audit event on error.
GitHub ops injected via PrReconcileGithubOps at the 3 CLI sites; engine
never imports the dashboard client. scheduler.ts stays PR-free (R20),
pinned by a regression test. 8 tests.

Add formatError() helper that extracts both message and full stack from
unknown caught values, and use it at every status:"failed" catch site in
executor, agent-heartbeat, and triage. Stack traces now land in
store.logEntry outcome (persisted to task.log/activityLog) and in stderr
logger output, so failures like "Cannot read properties of undefined
(reading 'filter')" can be diagnosed without re-running.
