f63047871c fix: allow freeform chat task create without mission lineage (#2406) 
## Summary

Chat-driven `fn_task_create` rejected freeform intake with `Approved
mission_lineage is required` even though the tool schema marks
`mission_lineage` as optional. That was FN-8307 mission admission
over-applied beyond autonomous heartbeat patrol.

This restores freeform chat/board-equivalent creates while keeping
idle-heartbeat mission-lineage enforcement.

## What changed

- **`fn_task_create` / `fn_delegate_task`**: omit `mission_lineage`
succeeds for user-directed surfaces; hard-require only when the tool is
registered with `requireMissionLineage` (idle heartbeat patrol).
- **Gates**: missing lineage is policy-governed (`allow` /
`require-approval` / `block`) instead of a hard pre-block, so
permanent-agent chat can create freeform tasks under normal policy.
- **Heartbeat no-task delegate**: also sets `requireMissionLineage:
true` so freeform off-mission work cannot bypass admission via
`fn_delegate_task`.
- Supplied lineage is still fully validated (Feature → Slice → Milestone
→ Mission) on every surface.
- Parent inheritance still applies when not in require mode.

with no `missionId`/`sliceId`
- [x] Unit: freeform `fn_delegate_task` without lineage succeeds

Classify the durable PROMPT.md writer as coordination-exempt (same class as
fn_task_document_write) so triage, replan, and Plan Review can persist specs

1ea185daa5 FN-7911: add workflow validate dry-run command, tool, and API route 
Adds a non-mutating `fn workflow validate` dry-run path across CLI, agent tools, and dashboard API so custom workflow IR can be checked before create/update.

- Add `packages/cli/src/commands/workflow.ts` implementing `fn workflow validate <id> | --file <path>` with JSON/text output, wired into `bin.ts`.
- Add `fn_workflow_validate` agent tool (`agent-tools.ts`, `index.ts`) reusing the existing parseWorkflowIr/trait/code-node/column-agent validation used by create/update, performing no persistence.
- Add `POST /api/workflows/validate` route in `register-workflow-routes.ts` plus dashboard route test coverage.
- Extend heartbeat tool-gating/exposure tests and gating classifications to include `fn_workflow_validate` alongside the other workflow tools.
- Update CLI/agent extension docs (`docs/cli-reference.md`, `docs/agents.md`, `docs/workflow-steps.md`, fusion skill references) to document the new command/tool.

0e90578122 FN-7737: Add file_scope agent permission category with default allow disposition 
Introduces a new file_scope sensitive-action category to the agent permission policy model so file-scope-related FN tools are classified and gated distinctly from other categories, defaulting to allowed under the grant-all preset.

- Add file_scope to AGENT_PERMISSION_POLICY_ACTION_CATEGORIES in @fusion/core types
- Classify FILE_SCOPE_FN_TOOLS in both agent-action-gate and permanent-agent-gating with a uniform preset disposition (no review_gate_bypass-style override)
- Update AgentDetailView and AgentPermissionPolicyEditor to surface the new category in the dashboard UI

d44dbaab15 FN-7728: add review_gate_bypass RBAC category for fn_task_bypass_review 
Introduces a dedicated review_gate_bypass permission-policy category so operators can govern who may bypass a failed pre-merge review gate independently of ordinary task-mutation permissions.

- Add review_gate_bypass as a new sensitive-action category in packages/core/src/types.ts, distinct from task_agent_mutation, with fn_task_bypass_review as its sole example tool
- Default review_gate_bypass to require-approval even under the unrestricted preset (stricter than the preset's uniform disposition) in packages/core/src/agent-permission-policy.ts, while approval-required/locked-down already cover it uniformly
- Classify fn_task_bypass_review into the new category via a shared REVIEW_GATE_BYPASS_FN_TOOLS set in packages/engine/src/gating-classifications.ts, consumed identically by both evaluateAgentActionGate and the permanent-agent gate to prevent path drift
- Render the new category as its own row in the dashboard's project-default and per-agent AgentPermissionPolicyEditor, surfaced in AgentDetailView
- Update docs/settings-reference.md and add unit tests across core/engine/dashboard covering the new category, its stricter default, and gate-classification alignment

b335f3d7c4 FN-5652: add goal retrieval tool for agent execution 
Expose goal details to agents during task execution workflows.

- add fn_goal_show tool to the CLI extension with goal lookup, formatted output, and not-found error details
- add focused tests for goal tool registration and execution behavior
- mark fn_goal_show as execution-safe in engine gating classifications and test coverage
- update Fusion skill/reference docs to include the new goal retrieval capability
