AI merge review could park forever when the host fusion extension loaded
fn_task_show and booted a second TaskStore without a tool timeout (FN-7956).

Adds fallbackThinkingLevel plumbing so, when Fusion swaps from a primary model to a configured fallback model (executor, validator/reviewer, merger, planning, title-summarizer, heartbeat, and workflow-step lanes), the fallback's own configured thinking level is applied instead of silently reusing the primary lane's level.
- Add fallbackThinkingLevel option to AgentRuntimeOptions (agent-runtime.ts), AgentOptions (pi.ts), and ReviewOptions (reviewer.ts)
- Add per-lane resolvers: resolveExecutorFallbackThinkingLevel, resolvePlanningFallbackThinkingLevel, resolveValidatorFallbackThinkingLevel, resolveTitleSummarizerFallbackThinkingLevel, resolveMergerFallbackThinkingLevel (agent-session-helpers.ts), each following fallback-provider precedence and falling back to the primary lane/default thinking level when unset
- Export new resolvers from packages/engine/src/index.ts
- Apply the resolved fallback thinking level in createFnAgent's applyThinkingLevelIfSupported once a session has swapped to the fallback model (pi.ts)
- Wire fallbackThinkingLevel through executor session creation (workflow-step, task validator, child-agent, and main executor session paths), merger session creation, and heartbeat session creation
- Promote the fallback thinking level alongside the fallback model/provider when the no-visible-key Grok CLI fallback is promoted to primary, so the cleared fallback pair doesn't leave the session on the superseded primary's thinking level
- Route workflow-step fallback thinking level by which fallback candidate (validatorFallback vs globalFallback) actually matched
- Document fallbackThinkingLevel runtime-swap behavior in docs/settings-reference.md
- Add minor changeset for @runfusion/fusion
- Add regression tests covering fallback thinking-level resolution and application (agent-session-helpers.test.ts, pi.test.ts) and a shared test helper (executor-test-helpers.ts)

The builtin compound-engineering workflow runs via runGraphCustomNode, which
never loaded the named skill or threaded the plugin-injected runtime env, and
fn_spawn_agent was registered only in the main session. This wires the real seam:
- U8: thread injected FUSION_CE_* env into skill/model graph steps (shared
buildInjectedRuntimeEnv helper); register createSpawnAgentTool for coding-mode
skill steps (readonly still strips spawn).
- U1: merge the step's skillName (namespaced + bare) into requestedSkillNames and
pass FUSION_CE_SKILLS_DIR as additionalSkillPaths so the bundled SKILL.md is
discovered and selected.
- U2: prepend the Fusion workflow-step conventions preamble (await-input sentinel,
FUSION_HEADLESS degrade, persona fan-out via systemPromptOverride).
- U3: explicit unattended opt-in sets FUSION_HEADLESS=1 (default-safe board run).
- U9: path-confined persona read documented in the preamble; accepted
write-capability posture documented at the coding-mode tool registration.
- KTD-6: verdict-JSON contract required only for gate / skill-less steps.

Route A unblock + the first Route A code increment.
- U9 verdict recorded (plan OQ1 + docs/acp-contract.md): in an authenticated
interactive session the pinned claude-code-cli-acp 0.1.1 bridge forwards
session/new mcpServers to Claude, Claude invokes the forwarded Fusion tool,
and the call traverses the ACP permission gate (session/request_permission).
Both security-critical answers resolve positively — overturns the headless
NOT-GO chain (FN-6466/6467/6473/6476), whose only blocker was running
detached from the login keychain session.
- R17 (daemon auth) recorded and closed for the supported setup: creds are
macOS Keychain-only; the user's login-session fn daemon has keychain access
(the existing claude -p provider authenticates there), so the bridge does too.
- U10: thread an optional mcpServers list through the ACP runtime contract.
newAcpSession now forwards it (was hardcoded []); AgentRuntimeOptions (engine
+ plugin-local copy) gains the field; defaults to [] to preserve Route B's
read-only ask posture. Tool calls still route through the U5 permission floor.
Plugin typechecks clean; provider-session tests 12/12 (incl. 2 new forwarding
tests). U11-U13 (provider transport swap, picker/auth, workflow verify) remain.

Drops the "workflow-step" MockSessionPurpose enum value and the
workflowStepId / workflowStepTemplateId plumbing through
agent-runtime, agent-session-helpers, mock-provider, executor, and
merger. The seeded-workflow-prompts script loses its FN-5205
rationale comment + test (no longer applicable now that workflow
steps run through the regular session purposes).
Also strips the stale FN-5482 architecture-invariant bullet from
AGENTS.md and the corresponding audit-event line from
docs/architecture.md (the self-healing reclaim invariant they
described no longer holds).

Extends AgentRuntimeOptions and AgentOptions with an optional
systemPromptLayers field (SystemPromptLayers) for cross-session prompt
caching. DefaultResourceLoader now uses the stable layer as
systemPromptOverride and the dynamic layer as appendSystemPromptOverride
when layers are provided, falling back to the flat systemPrompt string
for backward compatibility.

FN-2910 surfaced concurrent reviewer + merger activity on the same task.
Root cause: asymmetric in-flight guards let an unpause-resume kick off a
fresh executor session while a recovery path was already running, and the
auto-merge handoff fired before the executor's finally block finished
cleanup. This sweeps the surrounding lifecycle paths for similar races and
tightens the reviewer pause gate against TOCTOU through runtime setup.
- Symmetric in-flight tracking across `executing`, `recoveringCompleted`,
and `resumingUnpaused`; `recoverCompletedTask` bails when any are set.
- Atomic claim of the recovery slot in the completed-task watchdog before
any awaited work.
- Workflow-rerun bounce returns "bounced" | "skipped-pending" so the
watchdog can no longer log a false-success retry when the original
bounce is still mid-flight.
- Self-healing's completed-task scan re-checks executing IDs inside the
loop instead of trusting a pre-await snapshot.
- 300ms grace period before auto-merge enqueue, giving the executor's
finally block (session disposal, child cleanup) time to drain and
eliminating the residual log-overlap symptom from FN-2910. Test uses
fake timers, no real sleep added.
- New AgentSemaphore.runNested for synchronously nested helper agents
(reviewers): bumps activeCount for honest observability while bypassing
the wait queue, preserving forward-progress fairness for the parent at
low maxConcurrent. Both createReviewStepTool and triage's
createReviewSpecTool now use it.
- New beforeSpawnSession hook on AgentRuntimeOptions/AgentOptions fired
inside createFnAgent immediately before createAgentSession, past every
awaited setup step. Reviewer wires a pause re-check that throws a
sentinel error converted to UNAVAILABLE, closing the TOCTOU window
where pause flipped during runtime resolution or resource loading.
All 2887 engine tests pass; engine + core + cli + dashboard + plugin-sdk
+ pi-claude-cli + desktop typecheck clean.
