FN-7025: add MCP server management settings UI

Adds dashboard controls for managing MCP server configuration across global and project scopes.
- Add global and project MCP settings sections with server cards, validation, inheritance status, and import/export controls.
- Wire MCP settings into split-save behavior, browser-safe core exports, localization, and dashboard documentation.
- Cover MCP settings interactions and save routing with dashboard tests.

FN-6205: skip custom providers in settings save split
...
Prevent the settings save split from serializing custom provider definitions through the global or project patch paths.
- skip `customProviders` when building global settings patches
- skip `customProviders` when building project settings patches
- add a regression test that keeps custom providers out of both serialized patches

Address PR review feedback ( #1445 )
...
- applyRemoteSettings now applies the stripped global payload (moved keys can't resurrect)
- resolver error path keeps effective workflowId so builtin fallback survives identity failure
- updateWorkflowSettingValues read-merge-upsert wrapped in transactionImmediate (lost-update race)
- MergeSection directMergeCommitStrategy UI fallback aligned to schema default (always-squash)
- save-split section-routing test asserts the positive case
- setting-values routes 404 on unknown workflow ids (+ tests)
