19d60480db FN-6826: elevate the theme dropdown when open 
Ensure the Command Center theme selector renders above neighboring views while preserving mobile in-flow behavior.

- Add an open state class to the theme dropdown root for local stacking control.
- Raise the open dropdown and popover above Command Center sibling cards without exceeding app chrome layers.
- Cover desktop elevation and mobile static popover behavior in ThemeDropdown tests.

5145e609cc FN-6727: add Command Center operator controls 
Add operator controls to the Command Center overview and reuse a shared theme dropdown.

- Add Command Center controls for org chart status, pause toggles, heartbeat, concurrency settings, and theme selection.
- Extract theme option metadata and a reusable ThemeDropdown for app-level and Command Center theme controls.
- Update localization, documentation, and dashboard tests for the new controls and mobile layout behavior.
