59803c243d FN-7123: use workflow settings for task models 
Task model displays now resolve task-scoped workflow settings consistently with execution.

- Add a shared workflow settings overlay helper for stored workflow values and declaration defaults.
- Expose task effective settings through the dashboard API and consume them in TaskDetail model surfaces.
- Cover core overlay behavior, route output, and Workflow tab model rendering with regression tests.
- Document workflow model lane precedence and add a published package changeset.

88e3d8881e fix(FN-7039): show enabled workflow steps as segments in the detail progress bar 
The TaskDetailModal Progress bar mapped only workingTask.steps, so enabled optional
workflow steps (e.g. Code Review) had no segment. Drive it from getUnifiedTaskProgress
(the same model the cards use) so each enabled step gets a segment — even before it runs
(pending) — and extend getStepStatusColor to the workflow statuses (passed/failed/
advisory_failure/running). Adds a regression test asserting enabled steps render segments.

Fix task-detail workflow rendering so inherited workflow data and live results refresh reliably.

- Clear stale workflow selections and result rows while switching between tasks.
- Load inherited/default workflow graphs and avoid empty graph previews during loading.
- Alias optional template IDs to materialized workflow steps so configured details populate.
- Cover task switching, inherited workflows, and optional step detail rendering with dashboard tests.

Fix task workflow details so inherited board defaults render consistently in the live Workflow tab.

- Resolve null task workflow selections through board workflow mappings or the project default for read-only detail surfaces.

Repair TaskDetailModal tests so Definition-surface assertions remain valid after Chat became the default tab.

- Add regression coverage for explicitly opening the Definition tab while the default tab remains Chat.
- Set definition-focused TaskDetailModal test renders to use initialTab="definition" across the split dashboard lanes.
- Document why Definition-only assertions opt into the Definition tab after the Chat-default-tab change.
