Merged commits stabilize the Fusion roadmap plugin's identity and routing surface, establishing a canonical plugin ID and compatibility routes so the roadmap plugin integrates cleanly with the dashboard's plugin system. Added new roadmap-routes and roadmap-suggestions modules in the dashboard packag

Completes the FN-3166 multi-step removal of the legacy dashboard roadmap feature (backend routes, frontend API wrappers, nav state), along with FN-3792 deep-link URL support, and initial reports plugin scaffold with WhatsApp dedupe retention pruning.

The merge completes FN-3160 by making the roadmap route context plugin-owned, moving `roadmap-routes` and `roadmap-suggestions` logic from the dashboard into `fusion-plugin-roadmap` with updated plugin-loader integration. It also includes FN-3755's shared state snapshot support for mesh sync hardeni

This merge completes a review tab feature with persistent `reviewState` — adding the core types, TaskReviewTab UI enhancements (enriched states and interactions), GitHub integration routes for refresh/address flows, and full regression coverage for both PR and non-PR modes. The architecture docs wer

Moves roadmap ownership from `@fusion/core` to `fusion-plugin-roadmap`, deleting ~1,800 lines of roadmap store, types, ordering, and handoff logic from core and replacing it with ~760 lines of new route handlers in the plugin. The dashboard's roadmap routes and suggestions modules are substantially

The dashboard modules used a variable-specifier dynamic import
(`const m = "@fusion/engine"; await import(m)`) to defeat bundler static
analysis. tsup honored that and left the dynamic import in dist/bin.js,
so the published `@runfusion/fusion` package failed at runtime with
"createFnAgent2 is not a function" — `@fusion/engine` isn't on npm and
the silent catch set the binding to undefined. Replaces the trick with
static imports across planning, chat, subtask-breakdown, mission-interview,
agent-generation, ai-refine, roadmap-suggestions, milestone-slice-interview,
and routes. Core can't statically import engine (cycle), so it now exposes
setCreateFnAgent and engine wires itself in at module load. Documents the
pattern in AGENTS.md.
