Implemented the blocker fan-out feature across the dashboard: added a `useBlockerFanout` hook to track blocking relationships, rendered a fan-out badge on task cards, and added a blocking section to the task detail modal, with tests covering the hook and responsive modal behavior.

This merge lands three major features and a significant dashboard enhancement. FN-3276 adds a full Review tab to the task detail modal with multi-step lifecycle: review metadata persistence in the task store, new task workflow routes for refresh and same-task revision, and the review tab UI surface

- Replace the monolithic TaskDetailModal test file with focused suites by behavior area
- Add shared TaskDetailModal test helpers to reduce duplication across suites
- Keep existing coverage while improving test isolation and maintainability
