Add list mode so Pull Requests hosts without a selected PR display active project pull requests.
- Fetch and render the active pull request list for no-id PullRequestView mounts.
- Allow selecting a PR for detail view and returning to the active PR list.
- Add list loading, empty, error, styling, i18n, regression tests, and a patch changeset.

detail===null always rendered the 'Loading PR…' spinner, so with no pullRequestId (nothing to load) the view spun forever. Add a flag set only while a fetch is in flight (no id → empty state), a fetch timeout (15s) so a hung request surfaces an error, and a 'No pull request to show' empty state.

Adds /api/pull-requests routes (list, detail, merge/approve/retry/close/
automerge — all re-fetch authoritative state before acting), a
PullRequestView rendering every entity state distinctly (creating/failed/
unverified/responding/await-review/conflict) with the action bar, live
auto-merge gate reason, and conflict CTA; TaskCard PR node-state badge +
link; and the R16 column-move-backward guard. User actions route through
the existing releaseHeldTaskByEvent primitives. Maps the new PR node kinds
in the workflow editor's kind resolver. 13 route tests + lazy-view guard
green; component test runs in CI.
