Extend the settings consistency guard to treat review revision policy declarations as workflow-native settings.

- Import the review revision workflow settings catalog into the consistency test.
- Validate native workflow catalogs are disjoint from each other and moved-key tombstones.
- Generalize schema/default exclusion assertions for all workflow-native settings.
