Make quick task entry open with its controls visible by default.
- default the quick entry textarea and disclosure controls to the expanded state
- update quick entry component tests to assert the new default-expanded behavior and collapse toggle flow
- tighten App settings-button selection to avoid collisions with quick-entry control labels
