Add interactive GitHub issue import to CLI, dashboard, and pi extension. The existing kb task import command gains an --interactive (-i) flag for selective import. Dashboard adds Import button with issue browser. Extension adds kb_task_import_github_issue tool for single-issue import and kb_task_browse_github_issues for browsing issues before import.
