FN-7245: expose workflow authoring tools to agents
Expose workflow authoring and selection tools through agent-visible extension surfaces.
- Register workflow list/get/create/update/delete/settings/select and trait-list tools in the published pi extension.
- Export shared workflow tool schemas/factories and include workflow settings in centralized authoring tool sets.
- Update action-gate classifications, permission examples, docs, tests, and the changeset for the new agent workflow surface.
