Guard GitHub issue closure with a destructive confirmation flow.

- Style the Close issue action as dangerous and require confirmation before API calls.
- Cover confirmation, cancellation, success, failure, and mobile behavior in modal tests.
- Add a patch changeset describing the safer close interaction.
