gsxdsm 4cc8002c97 FN-8341: rework planning interviews for reactive validation

Make planning interviews user-controlled and context-aware from validation through task creation.

- Replace fixed-depth and deepening checkpoints with reactive follow-up questions
- Add explicit planning validation and require it before creating or breaking down work
- Expose validation through the API, CLI, routes, types, documentation, and release notes
- Update localized copy and PlanningModeModal mocks and assertions for the revised workflow
