FN-003: consolidate model overrides and Docker tooling
Consolidate model override settings while adding supported operator tools to the Docker image.
- Group project and workflow model overrides in the Settings interface with updated search metadata, translations, tests, and documentation.
- Install gh, tailscale, and cloudflared from signed vendor repositories and cover the Docker configuration.
- Add release changesets for the settings and container capabilities.
