gsxdsm 513882ecac FN-7087: speed up SettingsModal remote tests

Optimize the SettingsModal remote-notifications shard by rendering target sections directly.

- Add a section-targeted SettingsModal test harness helper.
- Reuse the no-delay shared user event instance across remote-notifications tests.
- Update velocity baseline documentation and history with the faster shard timing.
