gsxdsm 519d8dfbc8 FN-7394: stabilize broad App test setup

Stabilize App.test.tsx by resetting shared dashboard shell mocks for broad runs.

- Add default workflow and dashboard health API mock responses for App-level setup.
- Keep the default project list, current project, and persisted project view mode aligned between tests.
- Use persistent auth/settings mocks where App onboarding checks can re-fetch state.
