Dustin Byrne 9033a79f9a fix(KB-183): prevent dep-dropdown clicks from cancelling InlineCreateCard

- Add onMouseDown preventDefault on dep-dropdown and items to retain focus
- Extend focusout guard to check dependencies and showDeps state before cancelling
- Update useEffect dependency array to include dependencies and showDeps
- Add tests for mouseDown preventDefault and no-cancel with selected deps
- Add changeset for the patch fix
