Clarify why the heap-wrapper timeout test remains quarantined under the deletion ratchet.

- Update the dashboard vitest quarantine comment to reference the heap wrapper exclusion requirement.
- Expand the quarantine ledger reason with the FN-6416 context and leaked temp-worker cleanup observation.
