Fusion Agent 97fcc5a7ad FN-203: support safe workspace task reset

Enable reset to cancel and clean up workspace tasks without deleting the coordinator directory.

- Plan per-repository reset targets using workspace layout and ownership checks
- Reserve, cancel, and remove workspace worktrees safely while clearing leases and land intents
- Document and test workspace reset behavior and publication cleanup
