Fusion Agent 5089f1b88e FN-027: route dependency replans safely

Make dependency changes reliably replan Coding (Ideas) cards without sending them into manual intake.

- Derive dependency-replan destinations from workflow lifecycle traits.
- Preserve specifications while resetting approval evidence and re-entering planning.
- Cover dedicated and generic dependency writers, continuation states, and manual-intake admission.
