Keep test-shard timing governance aligned with the current workspace and workflow seams. - Add a safe timing-snapshot pruning mode with coverage. - Align Todo plugin Vitest isolation and Docker dependency manifests. - Refresh workflow reliability evidence and remove deleted test timings.
