gsxdsm b13bc46b9d fix(dashboard): PullRequestView no longer hangs on loading when there is no PR ...

detail===null always rendered the 'Loading PR…' spinner, so with no pullRequestId (nothing to load) the view spun forever. Add a  flag set only while a fetch is in flight (no id → empty state), a fetch timeout (15s) so a hung request surfaces an error, and a 'No pull request to show' empty state.
