Add safe desktop click-drag panning to the Board while preserving existing card and touch interactions. - Add the mouse-pan hook with pointer capture, intent threshold, and click suppression. - Wire panning and cursor states into Board surfaces with regression coverage. - Document the interaction and publish the feature changeset.
