Fusion f790436c95 feat(FN-4415): revert todo aging indicator from FN-4316 ...

Reverts the FN-4316 todo aging indicator feature, removing the `TodoAgingSummary` component and its CSS, the `todoAging` utility, all associated tests, and the corresponding documentation. The revert is accompanied by a changeset confirming the patch-level reversal.
