Fusion Agent 1e805ee872 FN-177: fix empty thinking trace sections

Make chat and transcript thinking traces readable when providers emit headings without body content.

- Inline body-less headings instead of rendering empty accordion sections.
- Add raw trace and section controls with localized labels across chat surfaces.
- Update styling, documentation, locale resources, and regression coverage.
