gsxdsm c43fdbb520 FN-8245: stabilize dashboard focus and planning tests

Make dashboard test execution deterministic and restore quarantined coverage.

- Defer oversight-menu autofocus until the opening frame and cover both breakpoints.
- Replace timing-dependent planning stream mocks with deterministic microtasks.
- Isolate QuickEntryBox focus state and re-admit restored dashboard tests.
