Reuse the unified Direct Chat model and thinking-level popover behavior across Task Chat surfaces.

- Share the unified model selector and thinking control with Task Chat.
- Keep the thinking popover open while selecting a model and align responsive styling.
- Update documentation and regression coverage for the shared behavior.
