- Count triage tasks with status 'specifying' as active agent slots in scheduler
- Rewrite scheduler tests to focus on concurrency slot accounting
- Add tests for specifying-only, mixed, and no-specifying scenarios
- Use direct schedule() invocation pattern to avoid timer complexity in tests
