List-view active task rows now use a calmer static highlight instead of the animated glow.
- Replace desktop list-row glow animation with a subtle background and inset border.
- Match the mobile list-card active styling to the toned-down static highlight.
- Rename the ListView test case to document the expected static highlight styling.
