FN-7110: assert normalized CE skill requests
Update CE workflow-step convention coverage for normalized skill request matching.
- Refresh the U1 test narrative around requestedSkillMatchKey normalization.
- Assert namespaced, slash, SKILL.md-suffixed, mixed-case, and dual CE skill requests resolve once.
- Keep negative coverage for requests when the CE install directory is not discoverable.
