FN-7247: document current workflow behavior
Refresh workflow documentation to match the latest runtime, dashboard, and agent tool behavior.
- Add a current workflow behavior inventory covering built-ins, fail-closed runtime semantics, optional gates, settings, tools, routing, and create forwarding.
- Clarify dashboard All workflows aggregation, workflow badges, and workflow-aware task creation behavior.
- Expand editor, agent, CLI, and settings docs for governed workflow authoring, values, trait inspection, and selection boundaries.
- Add docs drift tests requiring workflow docs index coverage and current behavior markers.
