Ensure the SettingsModal quality-settings tests start from a fully reset mock state.
- replace `vi.clearAllMocks()` with `vi.resetAllMocks()` in the SettingsModal test `beforeEach`
- preserve existing timer, storage, and plugin UI cache cleanup around each test
